Measuring the kWh consumed from the outlet is critical if you wish to determine your vehicles electric fuel consumption. This differs from devices such as an E-Meter which don't measure energy into the vehicles charger and as such don't include it's efficiency.

You can use something like a common home power meter which measures cumulative kWh consumption, this is generally best suited for a dedicated charge outlet at home though some have installed them in their vehicles for measurements away from home.
