Battery questions

Hello all, first time poster.

I have been to a handful of meetings over the past year, but not for a few months. I am converting a 84 VW Rabbit, very slowly. It is coming along though. Dave Cloud made a great adapter plate for me. Anyway it is time to buy batteries and I think I am going with Interstate U2200's.
Two questions, Has anyone had any luck finding out how to use the new bill that was signed a few months ago to get a tax exemption, and also I remember from a meeting a few months ago someone talking about getting batteries for a reduced price because the were on the shelf too long, but otherwise fine.

Any help would be appreciated.
