I tried to go into energy conservation business in 1995.  Ran a few pilot projects in operating facilties - was able to show cost savings with a 3 to 5 year payback.
Interested in
using heat dumped to ambient or sewer (dryer exhaust, waste shower or wash water, etc) extract heat and reuse to preheat cold supply to hot water, house heat etc.
This would be done with heat pumps and or heat exchangers.
Also interested in in floor radiant heat

Do not think I will be installation contractor (too many licenses) but am willing to do long term (week or more) data logging and evaluation of home or business and advise on methods to get back the dollars we pour down the drain.

A version of this used in the commercial world is called performance contracting. 

In your case, you could sign a contract with the homeowner that they will pay you their current annual utility bill for a set period, say three to five years.  Then you install and maintain new equipment on your dime, pocketing the energy savings.  It is easy to sell this, since the homeowner wouldn't have to buy new equipment or perform maintenance on it.  The profits generally come from the length of the contract.  It would also put the onus on you to really deliver on the promise of energy savings.

It sounds like it could be a good idea either way.

Thought of it in various permutations.  Trouble here is you gotta have money to make money.  Since I dont then the homeowner / business has to provide up front capital - and THAT is what stopped everything.

What is your definition of exhanger pump?

Do you mean heat exchanger?
Common example is radiator in car-water to air heat exchanger.

A heat pump - best example is refrigerator.  Takes heat out of food and dumps it somewhere else ie ambient.
