A DC to DC Converter takes the high voltage DC from the batteries (typically 72 to over 200 VDC) and reduces it to 12 VDC for running ordinary automotive accessories such as lights, radio, etc. It is similar to a Battery charger or Motor controller and could also step a DC voltage up to a higher voltage.
